RELATION OF LEADERSHIP AND MOTIVATION WITH EMPLOYEE'S
WORK ACHIEVEMENT IN FORESTRY DISTRICT OF
LAMPUNG PROVINCE

Leadership role lead to successfulness in an organization unit, for it to gain, it needs skill and ability from the leader, until an organization leader expected to able create harmonic environment, cooperation, and motivating each other in their mandated duties or responsibilities given to them appropriate with available current rule and procedure.

Leadership have a strong relation enough to achievement, it can be created by a good leadership, where the leader should be an example or guide in his or her attitude or consistent act by commitment to his or her duties, until he able to motivate and support his employees to work and gain for achievements.

Employee's work achievement I depend on leadership ability and motivation in supporting employees. While motivation often becomes neglected variable, it actually a motor lead to organization objective and a really important factor in increasing employee's work achievement.

Common phenomenon in civilian public servant /PNS (including Forestry District of Lampung Profince) related to attendance, inappropriate time work, late to enter thief office or early go home. From attendance data in first semester 2005, note that at least 64 cases of late, 12 cases of early go home, and 7 peoples doesn't enter the office. It just a description, whereas in 2004, those problems were not in the description, for the reasons, as the matter fact, there is no punishment give although the law is available to rule it.

It is constantly utilized, efforts to increase civilian public servant's discipline or employee's achievement, including attendance correction (morning-afternoon), ceremony/monthly or weekly roll call every Monday, order/discipline evaluation to employee by surprise inspection and employee building. These are internal organization/instance supports, whereas external condition is by Lampung province' governor support to increase employee's discipline and performance scope of Lampung Province.

This research intend to know about relation between leadership and employee's work achievement, work motivation and employee's work achievement, and leadership and work motivation to employee's work achievement of Forestry District of

Lampung province. This research conducted to those employees on Forestry District of Lampung Province. Populations are staff/employees outside leader elements (Echelon II and III), it was staff/employees including structural official echelon IV with total amount of 133 peoples. Employees on Forestry District of Lampung Province consist from 1 people on I class, 54 peoples on II class, 76 peoples on III class, and 2 peoples on IV class. Amount of sample token from the 133 peoples are 60 respondents.

There are 3 variables in this research: it leadership (XI), employee's motivation (X2), and employee's work achievement (Y). Examination conducted by validity test and questionnaire reliability, and hypothesis examination by correlation test and chi-square test (x2).

The result show that there is a strong relation between leadership and work achievement and proved that the leadership influence work achievement in Forestry District of Lampung Province, based on correlation test that rcount(a4l,o5;d 58) (0,386) > rtable (a=0,05;df=58) and chi-square test (7e) where x2 count(aO,05;df=4) (10,036) >
table(a=0,o5;df 4) (9,49).

It also, work motivation, have strong relation work achievement an proved that employee's work achievement influenced with employee's work motivation on Forestry District of Lampung Province, based on correlation test, where reount(a~,o5;df=58) (0,403) > rtable («-0,05;df=58) (0,262) and chi-square test () where x' count(a=0,05;df=6) (28,428) > x2 table(«=0,05;df-6) (12,6).

Leadership and employee's work motivation have strong relation with employee's work achievement on Forestry District of Lampung Province, based on correlation test, where reount(a--o,o5;df=58) (0,319) > rtable (a=0,05;df=58) (0,262) and proved that leadership and work motivation influence employee's work achievement on Forestry District of Lampung Province, based on chi-square test (x2) where x2 count(«4l,05;df 6) (18,975) > X2 table(«=0,05;df-6) (12,6).
Those research results indicate that:
1. If the leader increase his leadership quality, the employee's work achievement will be better.
2. If the employee has high work motivation, it also increases employee's work achievement in better condition.
3. If leadership quality were increased, employee's work achievement will also increase, until it influences employee's work achievement on Forestry District of Lampung Province in better condition.
